Pay your bills?

I dont know if this is right to whine bout it.. or i could be just wrong..
its a bit unfair for people who pay thier monthly bill.. like electricity and water.. example thou... residents inside Camp Crame.. most of them dont have to pay electric bills and water.. i dont know the others.. no wonder they get rich fast.. thier magnificent house.. 5 or more cars.. personally i do have hate with rich people.. so pls understand me why i am bashing.. =/ i have my own reasons..
i might also think that.. maybe they do pay because most residents there are government officers, generals, inspector, majors, etc.. and thier salary is cut off to thier bills.. but no.. i've seen one of the residents house.. full of aircons.. hi-tech computer.. something you can abuse the electricity.. and water.. since they are free to them..
yet again.. this is based upon my runt.. and my observations only.. correct me if im wrong.. thanks for reading

i'll tell you why ppl inside Camp Crame doesn't need to pay electric, water and other essential needs...
it is because the government pays for all of these...
in other words...we, the tax payers, are paying for the things that those government ppl are using everything down to the paper clip
as for them getting rich fast...i have several theories in mind
1) they save a lot of money that they receive from the government (a.k.a. wages) and usually a significant % of their wages will be used to pay their utilities but since the government pays for that, they could use their wages for other things like leisure, recreation and luxury
2) some of the government officials and employees are corrupt and sometimes recieves some money from criminal syndicates to protect the latter
